QRIS :: Quality Counts Del Norte
Del Norte County’s Quality Rating and Improvement System (QRIS), Quality Counts Del Norte (DN), serves programs in Del Norte County and the Tribal lands within the county’s borders. Quality Counts DN has been active since 2016 and is the first QRIS project in the county. We are not rating sites, but focus on helping programs prepare for rating at some point in the future. We provide access to training and resources in the following categories: Developmental and Health Screenings; School Readiness; Social–Emotional Development; Health, Nutrition, and Physical Activity; Effective Teacher-Child Interactions; and Family Engagement. Programs enrolled in Quality Counts DN are eligible to participate in training opportunities, receive cash and resource incentives, and may receive coaching.

Process to Outreach/Onboard Programs and Providers
Our enrollment currently includes all but one center-based program in our county. Our coach has been very effective in encouraging centers to take part—they all want her services. We added a Teaching Pyramid coach for family child care home (FCCH) providers for 2019–2020 and hope we will see a similar success in recruiting new FCCH providers.
Quality Improvement Program Support Strategies
Our coach visits sites regularly (once every two weeks) and has been pivotal in identifying training and support needs. In 2018–2019, we were particularly focused on getting more local staff familiar with QRIS. We sent three people to the National QRIS Conference, representing state preschools, family child care homes, and Head Start. We hope that will strengthen our consortium participation, but also increase the network of people involved in the support strategies.
Local Approach to Offering Financial Incentives and Stipends
We have provided financial incentives for enrolling in Quality Counts Del Norte. We provided stipends for providers attending the CSEFEL Teaching Pyramid training modules because they are full-day Saturdays. We are not rating sites (yet), so we do not have an incentive structure for ratings.
