QRIS :: Quality Counts El Dorado
High-quality early childhood education programs improve a child’s readiness for school and prepares them for success in kindergarten and beyond. Quality Counts El Dorado is El Dorado County’s quality rating and improvement system (QRIS) designed to support the continuum of settings where children learn, including licensed early care and education providers and informal caregivers. The program is based upon Quality Counts CA’s well-defined high quality standards and offers support and incentives to assist providers in reaching higher levels of quality. The goal of Quality Counts El Dorado is to improve the quality of early care and education programs in El Dorado County and to offer parents and families an identifiable symbol of quality.

Process to Outreach/Onboard Programs and Providers
El Dorado accepts all sites who are interested and committed to quality improvement. We partner with our local resource and referral agency for outreach to providers. With all state and federally funded sites currently engaged, we target recruitment to Title 22 programs with infants and those who accept vouchers. Our current onboarding timeline is flexible and based on the administrative capacity of the site.
Quality Improvement Program Support Strategies
Coaching is offered to all agencies and sites and is focused on building effective teacher practices using the Practice-Based Coaching approach and in-person and video-based reflective practice. We partner with QCC Region 3 and provide a robust virtual and in-person training calendar that supports critical areas of the QCC Measured Quality Elements and Professional Development Pathways. Supports for new family child care homes focus on the California Foundations and Frameworks, CLASS strategies, ASQ, and family engagement practices with an early literacy focus. We also support friend, family and neighbor caregivers with materials, training, family engagement and resources.
Local Approach to Offering Financial Incentives and Stipends
El Dorado provides incentives for both sites and teaching staff. Sites are eligible for incentives ranging from $500 -$2500 based on licensed capacity. Staff are eligible for educational stipends to support advancement on the Child Development Permit Matrix.
