County Program Profile: Kings

For counties that are a part of a consortium, the QCC County Program Profile provides a combined view of the CDF and APR. Both qualitative and quantitative data are presented to provide a local view of early learning and care climate.

QRIS :: Kings County CARES About Quality

The goals of the Kings County CARES About Quality (KCCAQ) program are (1) to promote high-quality standards within the early care and education field; (2) to work with child care agencies and community partners to determine the best course of action to leverage knowledge and resources and eliminate duplication of services; and (3) to inform the public on what high-quality programming includes.

Process to Outreach/Onboard Programs and Providers

ECE Consultants visit new providers at their sites to introduce the benefits of participating in KCCAQ. During the visit, consultants share a New Provider Packet that welcomes new sites and staff to the program. They also provide a professional development calendar and flyers outlining available financial incentive programs. Each provider receives an annual handbook and is assigned a dedicated consultant to offer ongoing support and answer questions.

Quality Improvement Program Support Strategies

KCCAQ has three coaches assisting sites; however, we also have partnered with our California State Preschool Program agencies to provide on-site coaches with continuous training and support.

Local Approach to Offering Financial Incentives and Stipends

Modest stipends are available through the Quality Counts California Workforce Pathways Grant. Each site also receives an additional stipend to support the purchase of high-quality materials aimed at improving CLASS 2.0 scores.

A Head Start Program Director in Kings County shared: Our participation with QRIS has empowered staff to strive for high-quality learning environments for children. Our partnership began in 2016; since then centers have maintained a Tier 4 rating or above. In 2019, nine sites were rated; six received the highest rating of Tier 5, and three sites maintained a Tier 4 rating.
