QRIS :: Quality Start Los Angeles
Quality Start Los Angeles (QSLA) is Los Angeles’ county-wide Quality Improvement System (QIS) designed to empower early learning providers to build upon and improve the quality of care they provide to children birth to age 5.
We do this by supporting those working in Los Angeles County’s mixed-delivery early learning system, including licensed child care centers and family child care homes (FCCs), through professional development, specialized virtual and in-person trainings, individualized program supports, and access to cutting edge resources and funding opportunities. By partnering with providers, we are coming together to ensure all children receive a quality start in life.
Our partnership with families takes a similar approach, providing them with tools and resources to understand the elements of a quality program for their child, how to be involved in their child’s early learning journey, and how to select a program that is right for them. Families can search for participating early learning locations in their area and view details of their QSLA participation, which provides a snapshot of the program.

Process to Outreach/Onboard Programs and Providers
Providers who are interested in voluntarily enrolling in QSLA complete an online application so their agency/site may be placed on the QSLA waitlist. The online application is found on the QSLA website at https://qualitystartla.org/apply-for-qsla/. The online portal is used to track interest and to notify eligible providers when there is an open enrollment period based on funding and target numbers. Some eligibility criteria that QSLA uses to enroll providers include local planning council high-priority areas, providers referred by California Department of Education consultants, and whether the provider is in one of the First 5 LA Best Start Communities. Outreach strategies include emailing existing California State Preschool Program (CSPP) agencies so they can enroll non-participating sites, encouraging existing QSLA participants to help spread the word of our open enrollment, posting on QSLA’s social media platforms, and recruiting with the help of Resource and Referral agencies.
Quality Improvement Program Support Strategies
At QSLA, we are committed to supporting early learning providers across Los Angeles County in offering high-quality care and education to children from birth to age 5. Our updated Quality Improvement (QI) Service Delivery Model (as of July 2025) is designed to enhance the provider experience by offering more flexibility, equity, and access to meaningful support.
QSLA’s model redesign was guided by direct feedback from program participants and support staff. A key theme that emerged was the need for greater equity in service delivery—ensuring that all providers, regardless of funding source or setting, have fair access to quality improvement supports. These updates reflect QSLA’s ongoing commitment to building a more inclusive and responsive system for all.
QSLA moved away from a funding-based assignment model and introduced an Opt-In Menu of Services, allowing each program to choose the supports that best align with their goals and needs. Programs can now select from the following QI service options:

- Professional Development Trainings
- Educational Resources
- Professional Stipends
- Instructional Materials (as available)
These services are grounded in QSLA’s strengths-based approach, drawing from Practice-Based Coaching, Reflective Practice, and Servant Leadership strategies to support early educators and leaders in their professional growth and program development.
QSLA recognizes that every site is unique. That’s why the supports in the Opt-In Model are personalized to reflect each program’s strengths, challenges, and improvement goals.

Local Approach to Offering Financial Incentives and Stipends
Quality Start Los Angeles (QSLA) offers annual incentives to all participating sites. Incentives are distributed by QSLA’s coaching partner, Child Care Alliance of Los Angeles. The incentive amounts are as follows:
- CSPP-funded programs receive $7,000 per site.
- Non-CSPP-funded center-based programs and FCC providers receive $600.
