County Program Profile: Marin

The QCC County Program Profile provides county data from the Common Data File (CDF) and the Annual Progress Report (APR). For counties that are a part of a consortium, the QCC County Program Profile provides a combined view of the CDF and APR. Both qualitative and quantitative data are presented to provide a local view of early learning and care climate.

QRIS :: Marin Quality Counts

Marin Quality Counts is a collaborative initiative dedicated to promoting excellence in early care and education across Marin County. We support programs, providers, and families through two key systems: the Quality Improvement System (QIS) and the Quality Rating and Improvement System (QRIS).

Marin Quality Counts is administered by the Marin County Office of Education and Marin Child Care Council. It is guided by the Marin Quality Counts Consortium, which includes the following organizations:

  • Marin County Office of Education
  • Marin Child Care Council
  • First 5 Marin
  • College of Marin
  • Marin County Child Care Commission
  • Marin County Child Development Contractor’s Collaborative
  • Marin Head Start
  • Family Child Care Association

All participating early care and education programs and providers have access to a wide range of supports:

  • Coaching
  • Mutual learning communities
  • Professional development opportunities
  • Professional growth advising
  • Incentives for professional and academic achievement

Marin QRIS

The Marin Quality Counts QRIS is available to California State Preschool Program (CSPP) sites. Marin’s QRIS includes five quality levels and evaluates multiple elements of early learning program quality:

  • Child Development and School Readiness
  • Teachers and Training
  • Program and Environment

Programs that achieve the highest tiers—Mastering High-Quality Standards or Exceeding High-Quality Standards—receive recognition for their excellence.

Process to Outreach/Onboard Programs and Providers

Enrollment is now open, and interested early learning programs and providers are invited to apply online or in person. Recruitment efforts are supported by Marin Quality Counts coaches.

Participation is structured by program type. CSPP sites engage in the QRIS process. All other programs participate through the QIS (Quality Improvement System).

The MarinCOE website also include access to the online Marin Quality Counts program application.

Newly participating programs meet with Marin Quality Counts staff and coaches, when applicable, to explore available opportunities and supports. Many programs have joined after participating in free, high-quality professional development, which is open to the public.

MarinCOE provides coaching and facilitates mutual learning communities for center-based classrooms engaged in ongoing professional learning. Professional growth advising, child development permit application support, and technical assistance are available.

Marin Child Care Council offers coaching and hosts Provider Cafés for family child care homes (FCCs); family, friend, and neighbor (FFN) caregivers, and other eligible center-based programs.

Quality Improvement Program Support Strategies

Marin Quality Counts offers coaching, mutual learning communities, technical assistance, professional development, leadership development, opportunities for peer learning (professional learning communities/cohorts), CLASS, ERS, TPOT, observations/assessments and data.

Local Approach to Offering Financial Incentives and Stipends

Marin Quality Counts provides a range of supports to strengthen early learning programs and elevate the early childhood workforce:

  • Professional Development Awards tied to select intensive series within the Anti-Bias Learning Network
  • Academic Awards for successful completion of up to 6 college units toward a degree or Child Development Permit
  • Incentives for completing 21+ hours of Marin Quality Counts-approved professional development
  • Free materials and books aligned with professional learning opportunities
  • CLASS PreK–3, 2nd Edition Observations and CLASS Environment assessments for all CSPP-funded classrooms

All professional learning opportunities are free of charge for Marin Quality Counts participants.
