County Program Profile: El Dorado

The QCC County Program Profile provides county data from the Common Data File (CDF) and the Annual Progress Report (APR). For counties that are a part of a consortium, the QCC County Program Profile provides a combined view of the CDF and APR. Both qualitative and quantitative data are presented to provide a local view of early learning and care climate.

QRIS :: High 5 for Quality

El Dorado County’s voluntary Quality Rating and Improvement System (QRIS), High 5 for Quality, serves all programs in the county. First 5 El Dorado Commission is the collaborative lead, facilitating partnerships and leveraging funds. The El Dorado County Early Care and Education Planning Council is the decision-making body and provides leadership in planning and implementing High 5 for Quality.

High 5 for Quality invites all licensed settings to engage in a variety of program supports consistent with the CA-QRIS Rating Matrix and Professional Development Pathways. Participating sites receive on-site coaching and technical assistance, an array of professional development opportunities, access to professional development stipends, scholarships for unit-bearing coursework and degree attainment, and site funds for quality improvement. On-site training options include classroom-based instructional support, program leadership development, professional development on curriculum implementation based on the California Preschool Foundations and Frameworks, family engagement strategies, and developmental screening.

Process to Outreach/Onboard Programs and Providers

El Dorado partners with our resource and referral agency for outreach to providers. We target recruitment to Title 22 programs with infants and those who accept vouchers. Our current onboarding timeline is based on the administrative capacity of the site. El Dorado accepts all sites who are interested and committed to quality improvement.

Quality Improvement Program Support Strategies

Coaching is offered to all agencies and sites and is focused on building effective teacher practices using the Practice-Based Coaching approach and in-person and video-based reflective practice. We have an in-person training calendar that supports critical areas of the QCC Rating Matrix and Professional Development Pathways. Supports for new family child care homes focus on the California Foundations and Frameworks, CLASS strategies, ASQ, and family engagement practices with an early literacy focus.

Local Approach to Offering Financial Incentives and Stipends

El Dorado provides incentives for professional development ($500), academic achievement ($500–$2,000), and site rating achievements based on QCC tier rating and licensed capacity ($500–$4,000).
