County Program Profile: Riverside

The QCC County Program Profile provides county data from the Common Data File (CDF) and the Annual Progress Report (APR). For counties that are a part of a consortium, the QCC County Program Profile provides a combined view of the CDF and APR. Both qualitative and quantitative data are presented to provide a local view of early learning and care climate.

QRIS :: Quality Start Riverside County

Quality Start Riverside County (QSRC) is administered in collaboration with the Riverside County Office of Education (RCOE) and First 5 Riverside County (F5RC). QSRC serves a variety of early care and education programs, from public preschool programs, like the California State Preschool Program and Head Start, to privately owned programs, faith-based programs, family child care home (FCC) providers, and exempt providers offering child care services. Alternative sites such as libraries, home visitation programs, or family resource centers are also served through QSRC. QSRC implements two tracks of participation — the Quality Improvement System (QIS) track and the Quality Rating Improvement System (QRIS) track.

The QIS track offers quality support—such as training and technical assistance—to a wide range of providers, including privately owned programs, Head Start, general child care and development, faith-based programs, FCC providers, and license-exempt providers.

 

The QRIS track rates California State Preschool Programs (CSPP) using the Quality Counts California (QCC) Quality Continuum Framework, while also offering training and technical assistance to support continuous quality improvement.

The QRIS initiative utilizes the QCC Quality Continuum Framework to evaluate early learning programs at tiers 3–5, placing strong emphasis on Classroom Assessment Scoring System (CLASS) observations. These research-based assessments are a cornerstone of the rating process, providing critical insights into teacher–child interactions and instructional quality. Anchored by the Quality Continuum Framework, QRIS promotes a structured and evidence-driven approach to continuous improvement in early care and education.

Eligible programs serving children from birth to age 5—and their families—can participate in QSRC and gain access to professional development, technical assistance, quality incentives, and enriching materials that enhance program excellence and impact.

Quality Improvement Program Support Strategies

As QSRC continues to grow, ongoing quality improvement strategies—such as training opportunities and quality support—are provided to ensure the success of all participating providers.

  • Quality Improvement Plan (QIP): Participating agencies receive ongoing support to develop QIPs that set meaningful goals and monitor progress toward continuous improvement.
  • Training: Early learning educators have access to free QSRC training and professional development opportunities designed to strengthen instructional quality and support best practices.

Local Approach to Offering Financial Incentives and Stipends

QSRC offers financial incentives to support providers in maintaining or increasing tier levels.

  • Quality Improvement Participation Incentive: Sites committed to Quality Improvement participation receive a financial incentive to support maintaining a high-quality early learning environment. Providers determine how funds support quality improvements.
  • Site Level Awards: CSPP sites that are Tier 4 or 5 receive a financial incentive to support maintaining a high-quality early learning environment. Providers determine how funds support quality improvements.
  • Quality Incentive: Sites that are Tiers 3 through 5 and serve children under age 6 in the Alternative Payment Program or First 5 Riverside Hybrid Alternative Payment Program will receive a flat weekly incentive.
