The Santa Clara County Resource & Referral (SCC R&R) goals are to provide families with access to the child care search tool on the website of Early Care and Education (ECE) that meets their specific needs. In addition, provides Early Learning Educators R&R systems access to support their programmatic and financial success.

QUALITY MATTERS…a STRONG START for kids Initiative is the county-wide Quality Improvement System (QIS) and Quality Rating and Improvement System (QRIS) aimed at empowering early learning educators to enhance the quality of care for children from birth to five.

The Quality Improvement System supports early learning educators across a range of mixed-delivery early learning systems in their commitment to continuous quality improvement, ensuring children from prenatal through age five have access to high-quality early learning experiences and positive health outcomes. QUALITY MATTERS provides professional development, leadership development opportunities, community building, and educational/business support to meet their individual needs and goals.
QRIS
Santa Clara County’s local Quality Rating and Improvement System provides a framework for measuring quality care and establishing continuous improvement pathways. QUALITY MATTERS offers early educators access to resources and opportunities to ensure high-quality early learning and health outcomes for young children.

First 5 San Benito County Quality Counts Initiative is the county-wide Quality Improvement System (QIS) and Quality Rating and Improvement System (QRIS) in collaboration with Santa Clara County’s QUALITY MATTERS (QM) aimed at empowering early learning educators to enhance the quality of care for children from birth to five.

Process to Outreach/Onboard Programs and Providers
Santa Clara County:
Early Learning Educators interested in joining the QUALITY MATTERS initiative can contact the following program if you are a:
- FCCH, FFN, or Alternative Play-Based Site staff: FIRST 5 Santa Clara County at [email protected]. To be eligible, you must be located in Santa Clara County, serving families and children ages 0-5, and licensed providers must be in good standing.
- CSPP or CCTR Program Staff: SCCOE at [email protected]. To be eligible, you must work in a CSPP or CCTR program located in Santa Clara or San Benito County and work directly with children.
San Benito County:
Early Learning Educators interested in joining the Quality Counts Initiative can contact FIRST 5 San Benito if you are a:
- FCCH, FFN, or FRC are eligible, you must be located in San Benito County, serving families and children ages 0-5, and licensed providers must be in good standing.
- Center-Based CSPP/ CCTR Program Staff enroll through collaboration with Santa Clara County. To be eligible, your program must be located in San Benito County and work directly with children.
Quality Improvement Program Support Strategies
Santa Clara County:
QUALITY MATTERS’ quality improvement system includes two quality improvement models:
- Quality Rating & Improvement System (QRIS) for CA State Preschool Programs (CSPPs): CSPPs receive support based on the comprehensive Quality Improvement (QI) activities focused on the adapted QCC Quality Continuum Framework and site needs along with co-development of Quality Improvement Plans (QIPs) and targeted technical assistance.
- Quality Improvement (QI) for FCCH, FFN, and Alternative Sites: To support Continuous Quality Improvement, all sites develop Quality Improvement Plans (QIPs) that are related to the QCC Quality Continuum Framework, goals site needs, and goals. All sites have access to high-quality professional development opportunities. The offerings include in-person, virtual, and self-paced training focused on California’s Early Learning Education (CA ECE) Competencies.
San Benito County:
