County Program Profile: Siskiyou

The QCC County Program Profile provides county data from the Common Data File (CDF) and the Annual Progress Report (APR). For counties that are a part of a consortium, the QCC County Program Profile provides a combined view of the CDF and APR. Both qualitative and quantitative data are presented to provide a local view of early learning and care climate.

QRIS :: Quality Counts Siskiyou

Quality Counts Siskiyou is the local early childhood and family support quality improvement system. QCS is a joined partnership between First 5 Siskiyou and Siskiyou County Office of Education. Since 2016, over 33 early care and education sites have received mentor coaching, professional development trainings, technical assistance, classroom materials, supplies and resources, professional growth advising as well as program assessment for quality improvement.

Process to Outreach/Onboard Programs and Providers

The first step in the process is to identify the programs not currently engaged in QCS. Currently there are two centers who are not engaged in QCS. We continue to find ways to engage them in the process, including providing them with quality children’s books and other resources through the FRC. In 2019–2020 we recruited seven FCC providers and established a small waitlist. Those on the waitlist are being served during this fiscal year because of closures of some FCCs.

Quality Improvement Program Support Strategies

The key to QCS success and retention strategy is competent, responsive, relational, dedicated, and passionate mentor coaches. These brilliant coaches provide technical assistance, feedback, people-centered coaching and connect participants to relevant resources, opportunities, and professional development trainings for continuous quality improvement. Local collaborations such as the Siskiyou Strengthening Families Collaborative, CECMP mentor program provide a menu of robust training opportunities at no cost for QCS participants and families.

Local Approach to Offering Financial Incentives and Stipends

QCS Tiers 4 and 5 sites receive block grants. Other QCS Centers, FCC, and alternative sites receive materials, supplies, equipment, and training opportunities based on the site QIP and ERS indicators. Incentives are provided to staff who complete priority trainings or coursework

The following are three of many appreciationnotes received for coaches and resources provided to QRIS sites during the difficult situation related to COVID-19.

1) Letty is a FCC provider in Fort Jones, she wrote “Thank you First 5 (QCS)! I appreciate the lovely basket full of supplies and all the help I have received from your program such as help buying supplies for my daycare. Also, thank you to Chris Brown (Coach) for always responding so quickly or stopping by with a smile and ready to help. Sincerely, Letty Worlf”;

2) Pam Rocha, a newer FCC QCS participant: “Thank you again so much for my wonderful basket. You all truly went above and beyond in a time of uncertainty for your providers. In this stressful time, the basket brought a glimmer of hope and appreciation to me as a provider. From March, I was uncertain what the future would be. The wonderful basket brought a smile to my face as well as teh gift for my little ones. [We sent activities backpacks in Census 2020 backpacks for children.] All the parents are enjoying the games with their children and love the projects going home. Thank you again for your support. 3) Ronya is a FCC provider who used to be an Early Head Start teacher: “Ronya here, and what a joy and relieve it is to have the support of First 5 (QCS), a big thanks for all the wonderful materials and fun activities for the kiddos to explore and have fun learning. So I am giving lots of love and the greatest appreciation for our county’s First 5 and Family Resource Centers”

Success Story

Montague Elementary is located in a more frontier part of Siskiyou county, they are located on an elementary school site and serve 16 children with two staff The site supervisor/head teacher has an A.A. in ECE and has been there three years, the assistant teacher, hold an Associate Techer permit and has been there for 10 years. During the sites CDE monitoring visit in May 2019 several areas of need were identified on the ECERS portion of the visit. The staff was left frustrated and discouraged and was not sure they could make the recommended envirmental changes to increase their ERS score. They reached out to their QCS Mentor Coach for support. The coach set up a site visit and brought all the ECCERS resources to work together with the staff, so they could actevely make changes to the environment to increase their score on the ECCERs tool. Not only did the center go on to rate at one of the top tiers (Tier 4) upon QCS rating. The staff shared with the coach the most powerful thing was that in the newly set up environment they actually observed improved child behavior and had enhanced learning outcomes. A more powerful and collaborative connection was built between Montague preschool staff and the QCS Coach. The ulimate success was the benefit by children and families at Montague State Preschool. The preschool staff are determined to get a rating of 5, as the highest quality rating.
