County Program Profile: Solano

The QCC County Program Profile provides county data from the Common Data File (CDF) and the Annual Progress Report (APR). For counties that are a part of a consortium, the QCC County Program Profile provides a combined view of the CDF and APR. Both qualitative and quantitative data are presented to provide a local view of early learning and care climate.

QRIS :: Quality Counts in Solano Early Care & Education

 

Quality Counts Solano, is part of the Early Care and Education Quality Rating and Improvement (QRIS)/Quality Improvement (QI) System, and is funded by the California Department of Education through the California State Preschool Program (CSPP) Block Grant, the Department of Social Services Quality Counts Quality Improvement Grant, and the First 5 California IMPACT Legacy Grant. This integrated system supports a wide range of providers, including Head Start; CSPPs; family child care home (FCC) providers; private and nonprofit center-based programs; alternative sites; and family, friend, neighbor (FFN) caregivers.

Programs participating in Quality Counts Solano receive ongoing support to improve program quality through individualized coaching, professional learning opportunities including workshops and training, and access to funding aligned with quality improvement goals with a specific focus on family engagement, teacher-child interactions, inclusive practices, anti-bias education and program administration.

Each participating site collaborates with an Early Learning Quality Improvement Coach to create a Quality Improvement Plan (QIP) based on the Quality Continuum Framework (QCF). QIPs are developed through coach observations, input from site leadership and staff, and the data gathered from the Classroom Assessment Scoring System (CLASS) and Environments.

At this time, Quality Counts Solano is only rating CSPP sites.

Process to Outreach/Onboard Programs and Providers

Outreach for Quality Counts Solano is conducted through Solano County Office of Education (SCOE) staff, partner agency referrals, social media messaging, and countywide meetings and events. Enrollment is open year-round, as funding allows, to eligible licensed and license-exempt programs in Solano County who serve children from birth to age 5 and are committed to quality imporment. Programs interested in learning more or applying are encouraged to contact SCOE’s Early Learning Division for information and support.

Quality Improvement Program Support Strategies

All programs enrolled in Quality Counts Solano have access to a comprehensive suite of supports, including the following:

  • Individualized coaching for administrators, teaching and teaching assistant staff, FCC providers, alternative site staff and FFN providers.
  • High-quality professional development
  • Financial incentives

Coaching is grounded in a practice/strengths-based approach, featuring in-person observations and reflective conversations that promote continuous growth and improvement.

The Solano County Office of Education (COE) offers a rich calendar of workshops and trainings, available in both virtual and in-person formats, to meet the diverse needs of participating programs.

Local Approach to Offering Financial Incentives and Stipends

Participation Award:

A one-time $500 award is provided to sites upon enrollment and successful completion of specific program requirements.

Annual Reimbursement:

Once a site establishes its required quality improvement goals, it becomes eligible for up to $1,000 annually in reimbursements for quality improvement expenses (based on available funding).

Instructional Materials Incentives:

Participating sites receive instructional materials that align with the content of attended workshops. These materials are tailored to the unique needs of each program.
