County Program Profile: Ventura
Time Period: 2019–2020
QRIS :: Quality Counts Ventura County (QCVC)
Quality Counts Ventura County (QCVC) is administered by the Ventura County Office of Education (VCOE), Early Childhood Programs (ECP) Department and has a longstanding commitment to expand quality early learning opportunities for children ages birth to 5. With funding from the California Department of Education and First 5 California, QCVC serves the county’s most vulnerable children by promoting quality standards, by enhancing the accessibility of high-quality early learning programs, and by providing educators and administrators with professional development, resources, and financial incentives that support quality. QCVC identifies and standardizes quality elements and is anchored in a 5-tier matrix designed to assess quality levels in three core areas: (1) Child Development and School Readiness, (2) Teachers and Teaching, and (3) Program and Environment. Participating programs receive on-site support, technical assistance, and professional development and are eligible for a Quality Improvement Stipend or a Block Grant. Quality Improvement Stipends directly support efforts identified in the Quality Improvement Plan, including materials, supplies, and staff release time to attend approved trainings. CSPP sites rated at a Tier 4 or 5 are eligible to receive CSPP Block Grant funds, which support meeting Quality Improvement Plans and help maintain and increase high-quality programming. At the close of the 2019–2020 program year, 88 percent of rated programs received the highest levels of Tier 4 or 5.

Once a program has been enrolled, a welcome letter is sent and a VCOE Technical Assistance Specialist (Coach) is assigned to support onboarding.

Testimonial
“I can honestly say that by participating in QRIS, our program has drastically experienced positive program improvements towards providing quality care.”
Program Director
Success Story
From a Program Director: “Quality Counts Ventura County (QRIS) continues to make a profound positive impact on our program. This impact was evident when Covid-19 occurred. Through QRIS, our program had already adopted ITERS procedures into every routine and practices in our childcare centers such as sanitizing and disinfecting routines and handwashing procedures. This skillset promoted our childcare staff in feeling prepared and confident that we would be able to continue to provide quality care through the outbreak of Covid-19.”
