QRIS :: Quality Counts Ventura County (QCVC)
Quality Counts Ventura County (QCVC) is administered by the Ventura County Office of Education, Early Childhood Programs (VCOE-ECP) department and has a longstanding commitment to expand quality early learning opportunities for children ages birth to 5. QCVC serves the county’s most vulnerable children by promoting quality standards, enhancing the accessibility of high-quality early learning programs, and providing educators and administrators with professional development, resources, and financial incentives. QCVC identifies and standardizes quality elements and is anchored in a 5-tier Quality Continuum Framework designed to assess quality levels in three core areas: (1) Child Development and School Readiness, (2) Teachers and Teaching, and (3) Program and Environment. Participating programs receive on-site support, technical assistance, and professional development and are eligible for a Quality Improvement stipend or a Block Grant. Quality Improvement stipends directly support efforts identified in the Quality Improvement Plan (QIP), including materials, supplies, and staff release time to attend approved trainings. CSPP sites rated at a Tier 4 or 5 are eligible to receive CSPP Block Grant funds, which support meeting QIPs towards maintaining and increasing high-quality programming.

Process to Outreach/Onboard Programs and Providers
When there are vacancies, outreach occurs through partner agencies and consortium members. Programs may also contact the VCOE-ECP office directly or by visiting the website (https://www.vcoe.org/ecp) for more information. Once a program has been enrolled, a welcome letter is sent and a VCOE Technical Assistance Specialist (Coach) is assigned.
Quality Improvement Program Support Strategies
Participating programs receive tailored one-on-one supports from a VCOE Technical Assistance Specialist (Coach). Supports include Quality Continuum Framework resources, coaching sessions, informal assessments on identified tools, targeted trainings, co-development of QIPs, and recommendations of countywide trainings.
