First 5 California is pleased to announce the release of the Early Learning and Care Coaching Framework, developed through the Building Equitable Early Learning and Care Systems (BEELS) project, funded by First 5 California in partnership with WestEd.

This Framework represents a significant milestone for California’s early learning and care system. It provides comprehensive, evidence-based guidance to strengthen coaching practices statewide and ensure that coaches have the recognition, resources, and support necessary to advance quality in early childhood education.

The Framework includes guidelines for hiring, training, retaining, and supporting early learning coaches across California, with intentional emphasis on equity, cultural responsiveness, and alignment with California’s educational priorities. This resource may be introduced in conjunction with the California Early Childhood Educator Competencies for Adult Learning and Coaching course and its new Train the Facilitator modules. However, it may also be utilized independently. We look forward to our resources supporting coaching excellence and strengthening outcomes for California’s children and families.
