The California Department of Social Services (CDSS) is pleased to announce the release of the new California Framework for Infant-Toddler Learning and Development (IT Framework). The IT Framework, replaces the California Infant-Toddler Curriculum Framework, represents part of the CDSS comprehensive effort to strengthen young children’s learning and development through high-quality early learning and care. The IT Framework provides guidance on planning relationships and interactions, routines, and environments and materials to support the learning and development of infants and toddlers. The primary audience for the IT Framework is infant-toddler care educators in home-based and center-based early learning and care settings. Additional early learning and care professionals – including those leading professional development, teaching early childhood courses, and leading early learning and care settings – will also find this resource useful. The IT Framework was developed with input from a broad range of interest holders, early childhood researchers and experts, and early learning and care educators, and has been aligned with the California Infant-Toddler Learning and Development Foundations published in 2025.
